Clearinghouse Management & Employer Support
SafeRoute Consortium Services provides comprehensive guidance and consultation to help employers and owner-operators confidently navigate the FMCSA Drug and Alcohol Clearinghouse.
We manage required annual queries to identify any reported violations, assist with the timely reporting of positive alcohol test results and employer-determined refusals to test, and support owner-operators with access and compliance reporting requirements.
Our team also helps drivers address and correct inaccurate information within the Clearinghouse, ensuring records remain accurate and up to date. In partnership with qualified Medical Review Officers, we facilitate the proper reporting of verified positive drug test results and refusals, helping our clients maintain regulatory compliance with clarity and confidence.
What We Do
Consortium/Third-Party Administrators (C/TPAs) administer all or designated components of an employer’s DOT drug and alcohol testing program, including, where applicable, the maintenance of required records.
They perform employer-authorized functions to facilitate program implementation and ensure adherence to DOT and FMCSA regulatory requirements.
Under the Clearinghouse final rule, owner-operators who employ themselves as drivers are required to designate a third-party administrator (TPA) to meet Clearinghouse reporting requirements. Clearinghouse Services provides this support as an authorized TPA for owner-operators.

The Drug & Alcohol Clearinghouse was created by an act of Congress requiring DOT FMCSA to create the Clearinghouse Online Database.

You are required to be enrolled in DOT testing under FMCSA regulations if you hold a Commercial Driver’s License (CDL), or an equivalent license issued by Mexico or Canada, and operate a Commercial Motor Vehicle (CMV) in any state. A CMV is defined as a vehicle with a gross vehicle weight rating, gross vehicle weight, or gross combination weight rating of 26,001 pounds or more, a vehicle designed to transport 16 or more passengers including the driver, or any vehicle of any size that is used to transport hazardous materials requiring placarding.
